Course Outline |
· Leadership and Planning
- Compliance with relevant laws, regulations and facility inspection requirements
- Implement, show progress and meet applicable requirements or approved alternative requirements
- Plan and budget for upgrading, replacement etc
- Ensure safety, health and security of physical environment
- Education of staff on their roles in providing a safe and effective environment
- Strategic planning
- Business continuity planning
- Risk management
· Effective Management including Planning, Education and Monitoring
- Planning of space, equipment and resources needed to safely and effectively support the services provided
- Staff education on facility, how to reduce risks, monitor and report situations that pose risk
- Performance criteria used to monitor important systems and identify needed improvements
- Qualified personnel to oversee planning and implementation of programme to manage risks in the care environment
- Strategic vendor management and relationship management
- Fixed assets management
· Development of Service Manuals (Written Plans) on the following areas:
- Safety – degree to which buildings, grounds, equipment do not pose a hazard or risk
- Security – protection from loss, destruction, tampering or unauthorised access or use
- Hazardous materials –handling, storage, use, control, disposal
- Emergency management – planning and effective response to epidemics, diseases, disasters and emergencies
- Fire safety – protection of property and occupants from fire and smoke
- Equipment – proper selection, maintenance and use to reduce risks
- Utility systems – maintenance of electrical, water, gas and other systems to minimise risks of operating failures
- Support services – regular and safe provision of cleaning (housekeeping), landscape, transport, kitchen, laundry, security, pest control etc

Trainer |
Dr Uma Rajan is an independent consultant for Intermediate and Long Term Care Facilities (ILTC). She has 34 years of experience at Singapore’s Ministry of Health (MOH), holding portfolios such as Director (Elder Care) and Director (School Health Service).
She was the Executive Director of Man Fut Tong Nursing Home for 8 years and was responsible for the planning, setting up, management and training of relevant staff of a dedicated Facilities Management Department (FMD). Dr Rajan also conducted special briefing sessions and visits for other VWOs to study the functions of the FMD.
Dr Rajan is actively involved in various organisations and received various national and community awards. Dr Rajan holds the MBBS, MSc (Public Health) degrees from the National University of Singapore and is a member of the Fellow of the Academy of Singapore (FAMS).
